What Is CDPAP?
The Consumer Directed Personal Assistance Program (CDPAP) is more than just choosing your own caregiver — it’s about keeping control, staying independent, and receiving care your way at home and in your community.
Unlike traditional home care agencies, where:
You’re assigned a caregiver without meeting them first
Caregivers rotate unexpectedly with little to no notice
Staff are chosen based on certifications—not real-world experience
Language barriers, rushed visits, or mismatched care plans are common
Care is often limited to “basic tasks” and excludes full daily living support
CDPAP puts consumers in charge of:
Who provides their care (family, friends, or even new caregivers they meet through platforms like this one)
When care happens (you set the schedule)
How care is delivered (you create and oversee the care plan)
Where you receive support — at home and out in the community
No agency gatekeeping. No forced fits. No anxiety around strangers showing up unannounced.

Who Pays for What? CDPAP Explained
Your Care. Your Schedule. Your Choice.
CDPAP is a Medicaid-funded program. That means families do not pay out of pocket.
Caregivers register with the statewide Fiscal Intermediary (FI) — which acts as a payroll company. The FI:
Processes hours
Pays caregivers directly
Provides wage rates, pay schedules, and access to benefits (where applicable)
Consumers (or their Designated Representative) are considered the employer — Consumers choose their caregivers, set the schedule, and oversee the care plan.
This platform is not for private-pay or off-the-books jobs.
Everyone who joins Recruit CDPAP must be willing to work within the state-regulated system.
That said, families can choose to offer additional bonuses or higher pay out of pocket if:
The caregiver is taking on more complex care (e.g., Hoyer lift, full transfers, etc.)
They have exceptional experience or the consumer requires skilled nursing services
The standard CDPAP pay rate is set by the FI, but families can choose to offer supplemental bonuses for highly personalized, hands-on, or complex care—depending on the caregiver’s experience and the level of support needed.
